[Kelvin-users] Recent changes to the Slurm queuing system

Dear all,

Just to note some recent changes to the queuing systems on lonsdale & kelvin:

- fairshare usage decay has been re-enabled, with a half-life of 2 weeks. This
  means that job priorities will more reflective of *recent* usage of the
  system, rather than historical usage.

- the banking system has been updated to reflect this change.

- the banking system now checks to ensure that there will be enough balance to
  complete a job before starting it. This will prevent the situation of a job
  starting, but then being cancelled mid-way it the account runs out of balance.


These changes should improve the queuing system, in particular with regards to
priorities.
